D seems the most logical answer. It would be unlikely that everyone on one side of the street went to bed early, while everyone on the other side stayed up late.

I guess, but Mass Electric only has one line running up my street. If one side goes out, so does the other. Therefore with extreme reluctance I have to agree with D.
