What kind of opportunities does your text discuss? If a "deviant" is confined to prison, there are no opportunities there, period. Once out of prison, often the ex-con can't find work, cannot vote, may be restricted as to where he/she can live. If the person is on probation, there may be opportunities to reform and comply. I don't know what your text says.
