This is not B or D because I looked in my book and found a different explanation for them.

It also did not make Plymouth a royal colony under direct control of the king, either.

The answer is D. I chose C and got it wrong.
I disagree with C. The Mayflower Compact covered more than just Pilgrims.
Sarah, did you read the link? If was, indeed, D. It was the basis of how the colonists would govern themselves.
