Again, I'd say all of the above. Are flash cards still used extensively? Your answer seems right, but there is evidence that blocks and buttons are effective tools, too.

Most flashcards aren't pictorial.

Neither are blocks or buttons pictorial per se, but give a visual experience. Given the "pictorial" parameter, then the picture book is the obvious answer.
