well, clearly, since
f = 9g+h
f' = 9g'+h', so
f'(8) = 9g'(8)+h'(8) = 9*5-3 = 42
Of course -- that's the answer to the Ultimate Question of Life, the Universe, and Everything!
I suspect a typo, since g(8) and h(8) are not used, but maybe there are other related problems not posted.
