delta L/L = (T/area) / E

= (215*9.81 /2*10^-5) / 8*10^10
= ( 1054 * 10^5 ) / 8*10^10
= 132 * 10-5
so
delta L = (3.5)(132*10^-5)
= 461 * 10^-5
= .00461 meters = .461 cm
