    I wish I could show you how to do this problem algebraically, but I can't. I hope a math teacher will post a math explanation.
However, I divided each answer by 5 to see which has a remainder of 3. That pointed me to two possible correct answers. By plugging these numbers into the formula for perimeter -- P = 2L + 2W -- you can easily find the right answer.

    First I divided each possible answer by 5.
A) 63 / 5 = 12 with 3 remainder
B) 12 / 5 = 2 with 2 remainder
C) 36 / 5 = 7 with 1 remander
D) 38 / 5 = 7 with 3 remainder
Since the length is 3 inches longer than 5 times the width, we can eliminate answers B and C.
Plugging the two numbers into the formula, we can find whether A or D is correct.
150 = (2 * 63) + (2 * 12)
OR
150 = (2 * 38) + (2 * 7)
Which is the correct statement?

A) 63 / 5 = 12 with 3 remainder
B) 12 / 5 = 2 with 2 remainder
C) 36 / 5 = 7 with 1 remander
D) 38 / 5 = 7 with 3 remainder
Since the length is 3 inches longer than 5 times the width, we can eliminate answers B and C.

    Nope.  I told you:

    If we let the width be x
then the length is 5x+3
Perimeter is twice the width plus twice the length, so ...
2x + 2(5x+3) = 150
2x + 10x + 6 = 150
12x = 144
x = 12
but we called the length 5x+3
= 5(12)+3
= 63

then the length is 5x+3
Perimeter is twice the width plus twice the length, so ...
2x + 2(5x+3) = 150
2x + 10x + 6 = 150
12x = 144
x = 12
but we called the length 5x+3
= 5(12)+3
= 63
