11x <= 60
divde by 11
x <= 60/11 or 55/11
x is an integer
x<=5
5 CD's, which will cost $55
6 would cost $66, which is too much.

Arrgh, scroll down I did this
11 x = 60
x = 5.45
but you can not buy .45 of a CD
so you can only buy 5
