so
169 ^(1/2) = 13
1^(1/2) = 1
so
(1/169)^(1/2) = 1^(1/2) / 169^(1/2) =1/13

or you could say (but not what you asked)
169^(-1/2) = 1/(169)^1/2 = 1/13
