#1 is correct.

The power of 10 refers to the number of positions the decimal point has to be moved, <i>not</i> the number of zeroes.
So for #2, it should be
9.82000*100000=982000
Similarly, for #3,
9x10^3=9/1000=0.009
I will leave #4 for you to try.
