I suppose you want it in the same form.

Since the new line is parallel to the given line, it must look like
y = (3/2)x + b, where the constant b would be only thing that changed.

So sub in the given point (2,-1), solve for b and you are done.
parallel means it has the same slope

plug in the given point to find the y=intercept

-1 = (3/2 * 2) + b
I am still not understanding how to solve for b and get the new equation
