So I started the problem and now I'm stuck as of what to do next.
Y=a(x-h)+k
12=a(3-1)^2-8
12=a(2)^2-8
12=4a-8
4=4a

the vertex is (1,-8) , so we have

y = a(x-1)^2 - 8 , we don't know what a is
but (3,12) is on it, so
12 = a(3-1)^2 - 8 , you had that but messed up at the end

12 = a(4) - 8
20 = 4a

y = 5(x-1)^2 - 8
