Why air is classified as matter?

Because it has mass and occupies space, meeting the definition of matter.
Matter is any substance which has mass and takes up space. Since air meets these requirements, it is classified as matter.
Though air may not seem to take up space, it really does. If you put a baloon full of air underwater in a tank, what happens to the air? It stays in the balloon. All that air in the balloon takes up space and even causes the water level in the tank to rise.
Though air has little mass it still has mass.
