If the Electoral College fails to elect a president, the election is decided by the House of Representatives. According to the 12th Amendment of the U.S. Constitution, each state delegation in the House casts one vote for one of the top three candidates who received the most electoral votes. A majority of the state delegations is required to win the presidency.
