I don't know what your text materials say on this. The government departments are specified (State, Treasury, etc.) so Washington did not invent them. How he used advice from the secretaries of the departments was his precedent. Giving "state dinners" is not specified in any law, the constitution or act of Congress, but Washington set the precedent.
