I think there is only one option that is not true of President Carter's career. A is debatable, but he did appoint African-Americans. Double check your text for that one, to see if that is something it emphasizes. The third option, that he served in only one political office, is patently untrue. Did he not serve as governor of Georgia as well as president? If you are studying Georgia history, you should know that.
