Again, I don't know what the American Protective Agency is. Literary tests were, certainly, an attempt to disenfranchise
African Americans. If your textbook says the APA was about African Americans, go with it. What I find about the APA was that it was an anti-Catholic secret society, most popular in the Midwest.
