I'm not allowed to refer to my text but I remember Alexander I being opposed to Napoleon, I dont remember them talking about napoleon's family so B?
Well, I actually think none of the four choices is quite correct. Napoleon imposed his own rule over conquered territories with little regard for the local cultures and traditions. That created resentment. Whether it was relatives he appointed or other surrogates, his rule was resented.

After reading bobpursley's link, im going with C.
C is correct. Whether they were Bonaparte relatives or other surrogates, people resented being ruled by a foreigner who did not respect local ways.
