I would say: "il est difficile à croire..."
but then I started to second-guess myself and became unsure.
when I would like to say:
"it is hard to believe that it is November already"
do I use "c'est" or "il est" ?
"Il est difficile de croire que c'est déjà Novembre" or
"c'est difficile de croire......"

sorry, typo - I meant to say "de" croire, not "à" croire.
Between "Il est" and "C'est" just memorize this:
il est.......de
c'est........à
