in both dividend and divisor, move the decimal the same number places to the right, until the divisor becomes a whole number
e.g. 123.569 ÷ 56.78
= 12356.9 ÷ 5678 , the divisor has 2 decimal places, so I moved the decimal
2 places to the right for both dividend and divisor.
It is the divisor who decides what to do.
