I am assuming that you are talking about writing.
Action focused writing emphasizes what happens... not the people involved or any other extra details. They want to know a detailed account of the happening. For instance if it is sports, then they want a play by play write up, or if it is a short story, then skip the character development and give in detail the actions that occur.
