what would be the definition for the words problem, policy, and programs for health and human services? would you say problems.. what a person is going through? policy.. being what the agency has to follow such as guidelines and programs... things the agency offers to help a person get through something such as mental illness or abuse?

Yes, maybe the word needs is better than problems. Policy is what the agency has to follow to to comply with law and budgets. Programs is how services are delivered. You are right on track.
One of the PC euphemisms these days is to use the word "challenges" in place of the word "problems."
