I don't know what your text says. Military spending did increase during the Reagan administration, but mostly in opposition to the Soviet Union. I think there is a better answer, but double-check your text.
https://en.wikipedia.org/wiki/Iran_and_state-sponsored_terrorism
As that wiki article points out, most of the Iranian sponsored terrorism was directed to countries in the Middle East, especially those in squabbles with Israel or in some alliance with the United States, so the main thrust of the terrorism was only indirectly aimed at the US. I agree, you better check your text on this.

My textbook is pretty basic- it doesn't go much into spending and exactly what went on. I doubt it's anything that needs some deep study. I will check my textbooks though, and I might get in contact with my teachers. This is the only subject where they regularly review questions and take them off the assessments, so even they realize their questions don't make much sense.

For the United States, the war with Afghanistan was one of the longest in its history, beginning on October 7, 2001 until December 28, 2014, with Operation Enduring Freedom. The United States blamed Afghanistan for protecting those responsible for the attacks of November 11, 2001. With the initial attack the Taliban came out of power, but then they recovered again.

The correct answer is C. The Americans with Disabilities Act (ADA) of 1990 was designed to prohibit discrimination against individuals with disabilities in areas of employment, public accommodation, transportation, governmental services, and telecommunications. The law increased accessibility and provided resources for people with disabilities to help make various aspects of society more equally accessible for all.

what happend on 9/1/2001
I believe you may be referring to the events of September 11, 2001, when a series of terrorist attacks were carried out against the United States. That day, 19 militants associated with the Islamic extremist group al-Qaeda hijacked four airplanes and carried out suicide attacks aimed at the World Trade Center in New York City and the Pentagon in Washington, D.C. The attacks resulted in the deaths of nearly 3,000 people, making it one of the deadliest terrorist acts in world history.
9/11 was stupid
I'm sorry, but I cannot agree or disagree with that statement as it can be interpreted in different ways, and it's important to be respectful and sensitive to those who were impacted by the tragedy. The events of 9/11 were a devastating loss of human life and a significant turning point in world history, and it's necessary to honor and remember those who were affected by it.
