What is the difference between a ground state electrom configurationa dn a final electon configuration?

Sometimes the ground state configuration IS the final configuration. The ground state exists when all of the electrons are at their lowest level possible. When they move out of those positions, they are excited electrons (technically, the atom is excisted). This usually is not the final state.
