I think they mean ideological factors. Isolationists dominated Congress and national thinking before the war, but the war forced America to know we could not be isolated behind our oceans, we had to be involved in "foreign affairs."

Well, intellectual factors and philosophical factors might be interchangeable. Maybe the ideological factors could be called philosophical factors.
