What does the author achieve by mixing exact and approximate numbers in "A Contribution to Statistics?"

What do you think? Is the author making fun of statistics as unreliable? Is it just as good to say, "Well, sorta this, sorta that..." instead of being precise and being able to back up the position with facts, as available?
