I'm sure if you asked this question of 20 different people, you'd have 20 different answers. Frankly, I don't see how efficiency is a purpose of art.

My text says: Design: the process of creating a plan for something while keeping in mind its purpose, audience, communication, efficiency, and appeal
I think opinions may vary. What does your text say? That will be the only "correct" answer - what the teacher/text author think.

That's a good definition of design. But your question asks about art.
Design and art may or may not be synonymous. I think art is something else. But, again, your text has the only answer(s) that will be considered correct, so go with it.
