If the sellers has shops, then which expression is right? If they don't have carts which can be moved, do we have to use 'shopkeepers' or 'shop owners' or juse 'sellers'?

I'd say "shop keepers." We don't know if they own the shops.

If the sellers have shops, they are not street vendors, they are shopkeepers. A street vendor usually has a moveable cart, not a stationary location. Shop owners may not apply if the shopkeepers do not own the real estate. Sellers is appropriate for both street vendors and shopkeepers.
