If radius of earth is R
and
angular velocity of earth is omega
and the points we are talking about are stationary on earth surface
then
speed = omega * R cos (latitude)
at latitude = 30
cos 30 = .866
speed at 30 = omega * R * .866
so
omega*R * cos latQ= 3/2 *.866 * omega*R
cos lat Q = 1.3
impossible
