Yes, the way to do this by drawing is to draw the two points 8 cm apart. Then using a pair of compasses to draw two circles centres at X and Y that have a radius greater than 4 cm. The two circles will intersect and if you draw a line between the two points of intersection this line is equidistant from X and Y.
