Maria, the sentence, "Senior citizens who have not been neutered will pay $1.50 for their pet's license," makes it sound like the <I>senior citizens</I> have not been neutered. Instead, I would say, "If their pet has not been neutered, senior citizens will pay $1.50 for their pet's license."
