Senior citizens will pay $1.50 for a license fee for pets who have not been neutered.
Senior citizens who have not been neutered will pay $1.50 for their pet's license.
Note: Neutered and altered mean about the same thing -- surgery has made them incapable of having babies.

Maria, the sentence, "Senior citizens who have not been neutered will pay $1.50 for their pet's license," makes it sound like the senior citizens have not been neutered. Instead, I would say, "If their pet has not been neutered, senior citizens will pay $1.50 for their pet's license."
