sports people often write decimal fraction in thousandths and call it percent, like they might call that .919 or even 919 (sports writers may not have had your math class)
That habit makes the next column about coaches pretty incomprehensible. I do not think

so really they wrote it as a decimal fraction.
You are asked to write it as a fraction so I would write 676/1000
of course you could simplify that fraction for sure since top and bottom are divisible at least by two.
