since the small blocks fit evenly into the large block, the large block, in small block units, is 13x12x4 units.

Or, get the number of small units by dividing volumes:
(3 1/4)(3)(1) / (1/4)
Vb = L*W*h = 13/4*3*1 = 39/4 = 9 3/4 Ft^3.
Vc = L*W*h = 1/4*1/4*1/4 = 1/64 Ft^3.

Vb/Vc = (39/4)/(1/64) = 39/4 * 64/1 = 624 blocks.
