Watch the spelling of pouvoir = tu peux sortir (2 verbs bumping into each other will be a run-on sentence) = If you want the Present Tense.
BUT, if you want the Imperfect Tense = pouvais = would you be able to go out...
The answer with the verb "sortir" will take être in the passé composé. Non (check spelling), je ne suis pas sorti (sortie for a feminine speaker)
OR = I was not able to go out = Non, je ne pouvais pas sortir, etc.
