I can't really help you on this one. Some people think that it will renew old ties to Russia (which may never have been fully broken anyway, despite political independence in 1991). A civil war does continue there, and the nation is almost bankrupt and very poor. If it is becoming a "failed state", it is not because of who its allies are. I think you are wrong in your answer here, but I do not know what your text and/or teacher are telling you.
I agree. Wars would most likely cost a fortune to pay for the equipment. This is how the Great Depression started in the United States. 'A' seems like the correct answer choice.
