Not sure what "10 2" means, but if it's 10^2, then
4{3-7}2 + 10^2
4{-4}2 + 10^2
4{-4}2 + 100
-16*2 + 100
-32 + 100
68
if 4{3-7}2 + 10 2 means
4{3-7}^2 + 10*2 then
4{-4}^2 + 10*2
4*16 + 10*2
64 + 20
84
So pick the operator of your choice remembering that
(a) a space is not an operator
(b) elements bumped up against each other are assumed to be multiplied
and then apply the order of PEMDAS
4{3-7}2 + 10^2
4{-4}2 + 10^2
4{-4}2 + 100
-16*2 + 100
