Oops, I meant to put a letter in front of "available labor." My choice was available cotton, the Embargo, available labor, and the first tariff.
I'm not sure about the embargo. That was earlier, if the Embargo Act of 1807 is what is meant. The others, I agree were factors.
So Clay's "American System"?
