We can't help much. We don't know what town or city you live in, for one. What kind of municipal government do you have: strong mayor, city manager, mayor and council? If your class has not covered this topic, contact your city council member and ask them to explain it to you. Go to city hall and ask to see a copy of the city charter. Your city clerk, who may keep all the records for your town council, is a good source, too.
