Sometimes it's due to whom it is that has their ear. The everyday followers don't have ready access to tell the leaders what they think. Powerful people with lots of money do have access, sometimes because of the money they contribute, other times because they are supposedly the experts while the everyday followers are not. Sometimes it may be that the leaders really think they know best, regardless of what their followers think. Sometimes they really do know best, and do have to listen to the experts for advice, but must also, to be successful, listen to the people.
