= 28 * 10^(8-3)
= 28 * 10^5
BUT we are only allowed one digit left of decimal point
= 2.8 * 10^1 * 10^5
=2.8 * 10^6
which is pretty much like 2.736*10^6

^ means superscript
2^3 means 2 to the third power = 2*2*2 = 8
2^3 means 2 to the third power = 2*2*2 = 8
By the way that ^ is not really a math symbol but a keyboard convention.
