Question 1: Being an accountant usually requires a college degree. The others do not. The main difference between a college and a university is that a university offers graduate school (masters and doctorate level, even post-doc study). A college does not. I suppose any school can call itself what it wants, however. Maybe most universities are larger than colleges, but some are pretty small, too. Note, too that both colleges and universities offer 4-year degrees. C looks like your best answer from among the choices, but is not necessarily true in all cases.
Oh, yes, public or private? A lot of colleges and universities are "private" in that they are owned by private corporations or foundations (non profit) or on a for-profit basis. Many are public or tax supported. Yale, Harvard, Stanford, etc., are private universities. There are many private four year colleges all over the country. University of Michigan, Iowa State, University of California, State University system in New York (every state has 'em) are public institutions. So it makes no difference whether it's a college or university, it depends on how the school is funded and operated as to whether it's public or private (and nnon-profit or for-profit).
