The answer to the first question is B) because New England was Lowell's home territory and he had travelled to Scotland to copy cotton mill designs.
The answer to the second is C). It is land because in those days when the settlers came, they all landed near one area and forgot the land which is now known as New York and Massachusetts and other states nearby. That's why there was a shortage in land.
For help in the future for people, I don't think that the second one is land like Hell claims, in the lesson it explicitly states that water became a problem because it was un-renewable. (they used it to water crops, drink, cook, and bathe with for ex.)
