My son is in Kindergarten and I have no idea about the "Counters" in the question:
1st) Cover the teddy bears in the top row with different-color teddy bear counters. 2nd) Color the teddy bears in the bottom row to show the colors."

The teacher should have supplied counters for the children. Counters are usually small pieces of paper or plastic about the size of a quarter.
They could also be rectangular in shape.
The teacher gave nothing and that doesn't answer my question.
I urge you to ask the teacher about the counters.
