mileage = mi/gal means divide miles by gallons. So, work with
360/25 and 480/32
which is greater?
360\25=14 480\32=15
15 is bigger so Mr.Walters is getting the better mileage per gallon

The more miles you get with your gallons the further you can go with a can of gas. There is no more to it than that. You are making a mountain out of a mole hill. Divide the miles by the gallons used and compare.
