Members of the House of Representatives serve two-year terms in order to:
1) protect the House of Representatives from the excesses of popular opinion.
2) stabilize the enactment of public policy with little regard for popular opinion.
3) diminish the need to consider popular opinion in the enactment of public policy.
4) ensure the House is responsive to the will of the people.
2 answers
