According to whom? In truth, it was both:

feu·dal·ism

/ˈfyo͞odlˌizəm/

noun
historical

noun: feudalism

the dominant social system in medieval Europe, in which the nobility held lands from the Crown in exchange for military service, and vassals were in turn tenants of the nobles, while the peasants (villeins or serfs) were obliged to live on their lord's land and give him homage, labor, and a share of the produce, notionally in exchange for military protection.
It was also a political system in that each tier in the system owed loyalty and obedience to the tier above: serfs to the lord, the lord to the king, etc.
Just about everything people do to organize themselves first has to do with physical protection. Just read Locke!

Everything else comes later, but safety and protection are top priority -- especially the guy with the most power -- he wants to KEEP it!
