I think it's either "apartment homes" or "apartment homes on wheels", but I'm not sure.
Search "rhetorical device" on Wiktionary(link on bottom of home page for Wikipedia) and click on "hyperbole"
The rhetorical device they are referring to there is a metaphor. They are equating apartments to SUVs.
