I think that's what he does in the Tales. What is he setting up in the prologue? I think there's a better answer.

With all due respect to Writeteacher, I agree with D. Part of the satire is to reveal the hypocrisy of the "good" Christians on their pilgrimage, so he needs to set up the pilgrimage before he can reveal the colorful characters.
