I'm trying to figure out the formula for one liter of 1M K2HPO4 (Potassium Phosphate Dibasic). I know the amount of K2HPO4 is 174.18grams and you make it to equal one liter with dH2O, but I can't find where anyone has actually written the amount of dH2O to use. Without actually making it, can some one please help?

You will NEVER know how much water is used. The way to properly prepare a ? molar solution of anything is to add ? moles to water, swirl to dissolve the solid, then add ENOUGH water (whatever that amount needs to be) to make the final solution exactly 1 L (or any volume of your choosing since you normally use a volumetric flack and you make the water to the mark on the flask).
