if 60 grams of potassium chlorate is dissolved into 100cm3 of water at the temperature of 60 degrees celsius is the solution saturated unsaturated or supersaturated?

You can't tell without looking up the solubility of that compound. Every compound is different.
My old Chem Physics (CRC) Handbook says that 7.1 g are soluble at 25 C and 57 g are soluble at 100 C. It does not show me a graph. At 60 C, the saturation limit would be something in between, around 25 g. Therefore the solution you describe is supersaturated.
You can probably find more detailed KClO3 solubility data online. That would be a useful exercise for you.
